安康招待室是威權統治時期唯一由警總及調查局兩大情治系統共駐的地方，是見證過去威權最直接的證據，也是目前保留完整的不義遺址，具有重要的人權指標，因此，在去年年底前往行政院巡查時，我也當面向蘇院長表示，希望能將此處作為人權教育場所，蘇院長也在第一時間啟動原貌保存機制，由政務委員羅秉成召集相關單位成立「安康接待室保存事宜專案小組」，合力保存安康接待室，在這裡要感謝蘇院長的支持與用心。

自由民主不是免費的，保存不義遺址作為人權教育的場所，就是要提醒世人，犧牲的印記無法抹滅，追求民主的過程十分艱難。

除了不義遺址的保存，我認為盡速完成「威權統治時期國家不法行為被害者權利回復條例」的立法，也是刻不容緩的重要議題。

在威權時代，有許多政治犯前輩的人權，未經司法程序就直接受到侵害，許多政治犯現在都已是80歲以上的長者，因此為他們平反的工作，是與時間賽跑。

刑求之下無英雄，敬佩在追求台灣民主路上的前輩先人，也因為如此，我們得以明白，台灣的民主自由之路，充滿荊棘、血淚與苦難。

保存安康招待室，就是希望引以為戒，更希望我們這代及先人走過黑暗的路，下一代不要重蹈覆轍．．．   臺灣第一位原住民西醫──南志信：3歲時，臺東平原發生了卑南族利嘉社（Likavung）的反殖民抗暴事件．．．1896年（明治29年）他10歲時，日軍由恆春方面渡海到臺東市海邊登陸，他成了日本國民，並有機會接受現代式的學校教育，目前僅確切知道他是在1909年，23歲時畢業於「臺灣總督府醫學專門學校」，成為全臺灣原住民有史以來第一位受西式訓練的正牌醫生．．那個年代醫生是不分科的，什麼病都需要看，不過，據說他對瘧疾和恙蟲病，特別有心得，但是真正受臺東地方父老（不分族別）崇敬處，是他的醫德。

他常會先問看起來沒有食欲的病人吃了沒，如果病人說吃不下，會遭到他厲聲叱責說：「不吃，怎麼會好，你先吃，我才給你看病。

」然後請他的妻子準備飯菜給病人吃，才為他診治．．．1946年．．．他卻由治病的醫生，轉為治社會的政治家。

他長期累積的聲望，使他獲臺灣省臨時參議會的推選，成為中華民國制憲國民大會的臺灣代表，開啟了他的政治生涯。

1947年2月28日．．．國民政府發布他擔任臺灣省首任省府委員，在危疑的年代中負責往原住民部落進行安撫亂後民心的任務．．．其一，他有鑒於「高山族」一詞帶有濃厚的歧視味道，曾建議政府「盼能明令規定改為臺灣族」；其二，他為臺東縣爭取到建設卑南溪大堤防洪的工程建設，為臺東居民解除了每年洪水期來自卑南溪的水患，據說爭取過程中，曾晉見蔣中正總統當面力呈建堤之重要性（編註：人治＝＝）；其三，籌設「臺灣省山地建設協會」之人民團體，並出任首屆理事長，任內向省政府爭取撥用位在今羅斯福路一段之省府委員辦公處做為「山地會館」之用．．．   台東228。
