Managingdisasterriskandtheimpactsofclimatechangehavelongbeenanimportantfocusofurbanresilience.Butrecentexamplesshowhoweconomiccrises,healthepidemics,anduncontrolledurbanizationcanalsoaffecttheabilityofacitytosustaingrowthandprovideservicesforitscitizens–underscoringtheneedforanewapproachtoresilienturbandevelopment. TheWorldBank’sgrowinginvestmentindisasterriskmanagementreflectsthisconceptualshift.TheBank’sworkonurbanresilienceaimstohelpcitiesadapttoagreatervarietyofchangingconditionsandwithstandshockswhilemaintainingessentialfunctions.  Ongoingactivitiesunderinthisarea,whichissupportedbythe GlobalFacilityforDisasterReductionandRecovery (GFDRR),include: CityResilienceProgram Formanymajorcitiesintheworld,strengtheningurbanresilienceisamultibilliondollaragendathatrequiresstrongpartnershipsandnewsourcesofcapital.Citiesaresometimesheldbackfrompursuingthenecessaryinvestmentsbecausetheylackthetechnicalexpertiseand/ortheaccesstocapitaltofinancethem. EstablishedinJune2017,theWorldBankGroup’sCityResilienceProgram (CRP)empowerscitiestopursueinvestmentsthatbuildgreaterresiliencetoclimateanddisasterrisks,andtoaccessthefinancingnecessarytoensurethoseinvestmentscometofruition.    TheapproachusedbytheCRPrepresentsafundamentalshiftinhowcitiescanbesupportedtotackletheirmostpressingdevelopmentchallenges–fromonefocusedonsectoralprioritiestoonefocusedonintegratedandspatiallyinformedpriorities,whichcapturetheinterplaybetweenthenaturalandbuiltenvironment.Todate,thisprogramhasengaged morethan90cities aroundtheworldondevelopinginvestmentprogramsthatcouldbefinancedwitharangeoffinancialinstruments. CityStrengthDiagnostic Arapiddiagnosticmethodologytohelpcitiesimprovetheirunderstandingofriskandtheperformanceofurbansystems,aswellastoidentifypriorityactionsandinvestmentsthatwillenhancethecity’sresilience. Thefirstdiagnosticsunderthenewmethodologywereconductedin CanTho,Vietnam inJune2014and AddisAbaba,Ethiopia inJuly2015.Additionaldiagnosticsareplanned,includingLahore,Pakistaninlate2015.TheCityStrengthDiagnostichasbeenimplementedin28localgovernments.Itwasfirstpilotedintwocities–CanTho,VietnamandAddisAbaba,Ethiopia–whichprovidedtwoverydifferentcontextsforassessingthebenefitsoftheprocess.TheCityStrengthDiagnosticwasthenimplementedatthemetropolitanlevelin16municipalitiesthatmakeuptheGreaterAccraRegioninGhana,aswellasinnineregionalcapitalsandachartercityinEthiopia. FinancingResilience Innovativefinancingmechanismstosupportinvestmentinresilientinfrastructurearebeingdevelopedworkingwiththeprivatesectorandotherdevelopmentpartners. AmethodologytomainstreamLow-Carbon&ResilientCapitalInvestmentPlanningincitiesisbeingdeveloped,andtrainingisbeingprovidedforcitiesparticipatingin CityCreditworthinessAcademies. MedellinCollaborationonUrbanResilience Nineinstitutions,includingtheWorldBank,announcedaglobalcollaborationattheWorldUrbanForuminMedellin,Colombia,inApril2014expressingtheircollectivecommitmenttohelpcitiesimproveresilience. Thecollaborationaimstofacilitatetheflowofknowledgeandfinancialresourcesnecessarytohelpcitiesbecomemoreresilienttodisruptionsrelatedtoclimatechange,disasterscausedbynaturalhazards,andothersystemicshocksandstresses,includingthesocio-economicchallengesassociatedwithrapidurbanization. Primaryobjectivesinclude: Fosteringharmonizationoftheapproachesandtoolsavailabletohelpcitiesassesstheirstrengths,vulnerabilities,andexposuretoamultitudeofnaturalandmanmadethreatsinordertobuildtheirresilience; Catalyzingaccesstoexistingandinnovativefinancemechanisms,includingrisk-basedinstruments,toreduceexposureandvulnerabilitytoshocksandincreasecities’adaptivecapacity;and Supportingcapacitydevelopmentofcitiestoachievetheirgoalsbyfacilitatingdirectsharingofbestpracticeandknowledgeenhancement.
