Theannouncementcameasamajorshocktoitsalmost100staffandthosefamiliarwithitswork,astheorganisationhadbyallmeasuresbeensuccessfulinitsprimaryaim—helpingcitiesbuildworkableresiliencystrategies. Budgetissuesandachangeinleadershipatthefoundationin2017werethemostlikelyreasonsfor100RC’ssuddenexit,butaglimmerofhopeemergedwhenthefoundationagreedtocontinuefundingsomeofitsinitiatives,likethechiefresilienceofficer(CRO)rolesithadhelpedcreateincities. Sixmonthsonwearebeginningtoseewhatthetransitionlookslikewiththecreationoftwoneworganisations,ResilientCitiesCatalyst(RCC),whichwasunveiledlastweek,andtheGlobalResilientCitiesNetwork(GRCN),whichwillbeofficiallylaunchedattheWorldUrbanForumnextweek. Examplesofthesestressesincludehighunemployment;anovertaxedorinefficientpublictransportationsystem;endemicviolence;orchronicfoodandwatershortages.Byaddressingboththeshocksandthestresses,acitybecomesmoreabletorespondtoadverseevents,andisoverallbetterabletodeliverbasicfunctionsinbothgoodtimesandbad,toallpopulations. Objectives 100RCaimsnotonlytohelpindividualcitiesbecomemoreresilient,butwillfacilitatethebuildingofaglobalpracticeofresilienceamonggovernments,NGOs,theprivatesector,andindividualcitizens. Activities Citiesinthe100RCnetworkareprovidedwiththeresourcesnecessarytodeveloparoadmaptoresiliencealongfourmainpathways: Financialandlogisticalguidanceforestablishinganinnovativenewpositionincitygovernment,aChiefResilienceOfficer,whowillleadthecity’sresilienceefforts;Expertsupportfordevelopmentofarobustresiliencestrategy;Accesstosolutions,serviceproviders,andpartnersfromtheprivate,publicandNGOsectorswhocanhelpthemdevelopandimplementtheirresiliencestrategies;andMembershipofaglobalnetworkofmembercitieswhocanlearnfromandhelpeachother.
