The World Bank classifies economies for analytical purposes into four income groups: low, lower-middle, upper-middle, and high income. For this purpose it uses ... WorldDevelopmentIndicators/ TheWorldbyIncomeandRegion TheWorldbyIncomeandRegion Theworldbyincome TheWorldBankclassifieseconomiesforanalyticalpurposesintofourincomegroups:low,lower-middle,upper-middle,andhighincome.Forthispurposeitusesgrossnationalincome(GNI)percapitadatainU.S.dollars,convertedfromlocalcurrencyusingtheWorldBankAtlasmethod,whichisappliedtosmoothexchangeratefluctuations. EstimatesofGNIareobtainedfromeconomistsinWorldBankcountryunitswhorelyprimarilyonofficialdatapublishedbythecountries;thesizeofthepopulationisestimatedbyWorldBankdemographersfromavarietyofsources,includingtheUN’sbiennialWorldPopulationProspects. CountriesareclassifiedeachyearonJuly1,basedontheestimateoftheirGNIpercapitaforthepreviouscalendaryear.IncomegroupingsremainfixedfortheentireWorldBankfiscalyear(i.e.,untilJuly1ofthefollowingyear),evenifGNIpercapitaestimatesarerevisedinthemeantime. PriortoFY19,theincomecategoryofacountrywasnotoneofthefactorswhichinfluencedlendingdecisions.StartinginFY19,therewillbesurchargesinIBRDloanpricingforHighincomecountriesasdescribedintheDevelopmentCommitteePaper"SustainableFinanceforSustainableDevelopment” (DC2018-002/P,April21,2018).
