AlotofprogresswasmadeonthetechnicaldetailsoftheEEXIandCIIguidelinesduringtheISWGGHG8meetingheldthisweek,thankstotheexcellentchairmanshipofMr.SveinungOftedal(Norway). Butthespiritofconsensusmaintainedbythelatterdidnotallowthethorniestsubjectstoberesolved(GuidelinesCIIG3inparticular). Thus,thediscussiononthereductiontrajectoryby2030gaverisetobitterdebatesandfairlydeepdivisionshaveemergedbetweenMemberStatesthatdonotsharethesameapproachestoclimateissues. AnticipatingtheseriousconsequencesthattheabsenceofaproposalforthecomingdecisiveMEPC76,acompromisewasnonethelessagreed,thankstothewillingnessofsomedelegations,evenunhappywiththeproposedreductionrates. Likewise,theissueofCorrectionfactorsandTravelexclusionsturnedouttobetoodelicatetobedealtwithinthespaceofafewdaysandwasthereforereferredtopost-MEPC76work,withinanewCorrespondenceGroup.   GuidelinessupportingtheEEXIframework ISWGGHG8finalizedanewversionofthedraftGuidelinesonthemethodofcalculationoftheattainedenergyefficiencyexistingshipindex(EEXI),foradoptionatMEPC76(item1andannex1ofthisreport): ISWGGHG8agreedtosetthepowerofmainenginesat83%ofthelimitedinstalledpower(MCRlim)or75%oftheoriginalinstalledpower(MCR),whicheverislower. ISWGconsideredthattheproposalsforadditionalalternativemethodtodetermineVref,byusingempiricaldatafromseatrialtestswerenotmatureenoughtobeincludedintheguidelinesforadoptionatMEPC76;ithasencouragedinterestedMemberStatesandinternationalorganizationstocooperateonthisissuewithaviewtoincorporatingalternativemethodinafuturereviewoftheguidelines. ISWGGHG8agreedtoincludethefcorrectionfactorforro-rocargoships(vehiclecarriers)inthedraftguidelinesonthemethodofcalculationoftheattainedEEXI,forro-rocargo(vehiclecarriers)shipswithDWT/GToflessthan0.35. ISWGGHG8finalizedanewversionofthedraft2021guidelinesonsurveyandcertificationoftheenergyefficiencyexistingshipindex(EEXI),foradoptionatMEPC76(item2andannex2tothisreport). ISWGagreedthatnumericalcalculationsmaybeacceptedasareplacementofmodeltests.Inthisregard,numericalcalculationscouldbeusedindependently. ISWGGHG8finalizedanewversionoftheDraftGuidelinesontheShaft/EnginePowerLimitationSystemtocomplywiththeEEXIrequirementsanduseofapowerreserve,foradoptionatMEPC76 (item3andannex3tothisreport). ISWGagreedtoincorporatetheproposalsinthedraftguidelinestofacilitateprocesseswhenashipoverridestheEPLorShaPoLilimitationsforsafetyreasons   GuidelinessupportingtheCIIframework ISWGGHG8finalizedanewversionofDraftGuidelinesonoperationalcarbonintensityindicatorsandthecalculationmethods(CIIguidelines,G1)foradoptionatMEPC76(item4andannex4tothisreport). ISWGGHGagreedtonotchange,asalreadyacceptedforRo-rocargoship(vehiclecarrier)andRo-ropassenger,themetricfromAERtocgDISTforro-rocargoships. ISWGGHGagreedtonotreflectonboardCO2capture. ISWGGHGagreedtoassessanddiscusstheproposalsforcorrectionfactorsandvoyageexclusionsusingasguidanceofassessmentcriteriaproposedbyFrance,whichwerebasedonsimilarcriteriaforEEDIcorrectionfactors.Thesecriteriawouldprimarilyserveasguidancefordecisionmaking,andagreedtoincludeintheresolutiontextofthedraftCIIcalculationguidelinestheneedtofurtherconsidertheproposalsforcorrectionfactorswithaviewtoenhancingtheguidelinesbeforeentryintoforceoftheshort-termmeasure. ISWGalsosuggestedthatthecorrectionfactorsshouldbeincludedinanewsetofguidelines,asappropriate,atMEPC78atthelatesttoallowfortheindustrytopreparethefleetbeforeentryintoforceoftheCIImeasure. ISWGsuggestedthattheCorrespondenceGroup,ifestablished,couldfurtherconsiderpossibleapproachesforvoluntarilycollecting,verifyingandreportingCIIdatafortrialpurposes,includingdevelopingtheassociatedreportingformatandverificationproceduretoensurereliabilityandtransparencyofthesedata. ISWGGHG8finalizedtheDraftGuidelinesonthereferencelinesforusewithoperationalcarbonintensityindicators(CIIReferencelineguidelines,G2),withaviewofadoptionatMEPC76(item5andannex5tothisreport). ISWGGHGagreedtokeepthereferencelinessuggestedbytheCG.However,itrecognizedthatthesereferencelinesmightbeimprovedsubsequentlywhenmoredatawouldbecomeavailable. ISWGnotedthatthemannertointegrateHigh-SpeedCrafts(HSC)intheCIIframeworkwouldmeritfurtherconsideration, ISWGGHGdidnotendorseproposalfromInterferrytosplitthero-rocargosectorintotwosizebins,belowandabove25,000DWT, ISWGGHGdidnotretainproposalfromWorldShippingCounciltosplitvehiclecarrierfleetinthreedistinctreferencelines. DespiteanobviousdissatisfactionfrommanyrepresentativesofMemberStates,ISWGGHG8finalizedthedraftguidelinesonthereferencelines(G3)withaviewtoadoptionbyMEPC76(item6andannex6tothisreport). ISWGGHGsupportedaflatreductionfactorattheglobalfleetlevelasastartingpoint.But,priortoentryintoeffectoftheregulation,thisapproachshouldberefinedintheguidelinestoreflectship-typespecificvaluesusingupdateddataandinformation ISWGGHGconsideredthattheIMOcouldcontinuetomonitordevelopmentinannualcarbonintensityimprovementusingboththeAER(demandapproach)andEEOI(supplyapproach)inparalleltotheannualanalysisofthefuelconsumptiondatareportedtotheIMODCS. ISWGGHGagreedtotheprinciplethatareductioneffort(Z-factor)couldfollowanon-linearcurveuntil2030,andthatthestricterreductionratesafter2026couldbeconsideredforconfirmationaspartofthereview Thisnon-linearcurvewillconsistofthreeconsecutivephases,withtheunderstandingthattheZ-factorfor: phase1(2020-22)issimilartobusinessasusualcarbonintensityimprovementuntilentry-into-force; phase2(2023-26)isdefinedas2%; phase3(2027-30)willbefurtherstrengthenedanddevelopedtakingintoaccountthereviewoftheshort-termmeasure.     ISWGGHG8hasfinalizedthedraftGuidelinesontheoperationalcarbonintensityratingofships(CIIRatingGuidelines-G4),withaviewtoadoptionbyMEPC76(item7andannex7tothisreport) ISWGGHGhasdecidedtokeeptheratingboundariessetbytheCG,recallingthatthereferencelineswerealreadysize-dependentbutrecognizedthatsomeadjustmentscouldstillbedoneonthismatter. ISWGGHGagreedthatallproposalsaddressinginequitiesbetweenshiptypes(i.e.correctionfactors,refinedreferencelines,etc.)shouldbeconsideredholisticallywithintheCGtobeestablishedbyMEPC76. Regardingtheupdateofthe2016GuidelinesforthedevelopmentofaShipEnergyEfficiencyManagementPlan(SEEMP)(resolutionMEPC.282(70)), ISWGGHG hasdecidedtokeeptheratingboundariessetbytheCG,recallingthatthereferencelineswerealreadysize-dependentbutrecognizedthatsomeadjustmentscouldstillbedoneonthismatter. ISWGGHGagreedthatallproposalsaddressinginequitiesbetweenshiptypes(i.e.correctionfactors,refinedreferencelines,etc.)shouldbeconsideredholisticallywithintheCGtobeestablishedbyMEPC76. ISWGGHGnotagreedtoaproposalfortheSEEMPguidelinestoincludeanoptionforcomplianceatcompany/fleetlevel. Duetotimeconstraints,theISWGcouldnotconsiderfollowingitems: Updateofotherexistingguidelines,proceduresandguidance(tobeaddressedbytheCG); Listoftechnicalguidelinesthatcouldbeconsolidatedintoamandatorycarbonintensitycode(tobeaddressedatnextISWGGHG.   Owingtothehighamountofworkstilltobecarried-out,anewCorrespondencegrouponcarbonintensityreductionshouldbeestablishedbyMEPC76withsomeheavytaskstocarryout: developdraftguidelinesoncorrectionfactorsforcertainshiptypes,operationalprofilesand/orvoyagesfortheCIIframework(newG5); furtherconsiderandfinalizethedraftupdatedGuidelinesforthedevelopmentofaShipEnergyEfficiencyManagementPlan(SEEMP); furtherconsiderandupdateexistingguidelines.   AnewISWGGHG9shouldbeheldalso18-22October2021,beforeMEPC77.
