隨著女性教育水準提升，讓女性創業能夠兼顧家庭與事業，本其特質投入創業實現自我、發揮所長並回饋社會，成為新崛起的經濟實力。

  「女性創業飛雁計畫」為經濟部中小企業處下的創業計畫，以2014APEC宣言為主要架構，提供女性創業者於創業各階段所需要的協助。

女性創業飛雁計畫依據女性創業特質，持續針對不同階段、不同需求之創業女性，提供客製化及整合性服務措施，建構相關配套的輔導機制，並整合既有政策優惠及串聯創業資源網絡，有效協助拓展女性創業商機及領域。

近年透過大雁帶小雁模式，聯結產業鏈上下游資源，持續針對不同需求之女性創業者，規劃客製化及整合性服務措施，提供課程、輔導、商機媒合、資源連結，並持續舉辦年度女性菁英典範選拔競賽，持續推動女性創業育成相關措施。

以「建基盤」、「助成長」、「選菁英」的概念，營造友善女性的創業環境、帶動女性創業風潮、提升女性經濟力與競爭力，以培育女性創業亮點，帶動台灣女性創業的夢想與活力。

TheWomenEntrepreneurshipProgram,launchedin2013bytheSmallandMediumEnterpriseAdministration,MinistryofEconomicAffairs,providesdiversifiedresourcestosupportwomenentrepreneurshipandcreateaninclusive,equable,andfriendlyentrepreneurialenvironment.Theprogramisspecializedinsupportingentrepreneurialwomenwhofacevariouschallengesatdifferentstages.Toremoveobstaclesontheirentrepreneurialjourney,asupportingcounselingmechanism,governmentincentives,andentrepreneurialresourcesareprovidedbytheWomenEntrepreneurshipProgram,effectivelydevelopingtheirbusinessesandexpandingbusinessopportunities.Accordingtotheframeworkforthe2014APECannouncement,acorecompetencyhighlightedonincluding“ConsolidatedFoundation,”“BoostingGrowth,”“EliteSelection,”and“Internationalization”isusedtocultivateandempowerwomen,andenhancecompetitiveness,inordertodrivethedreamandvitalityofwomenentrepreneurshipinTaiwan. :::
