Therewillbenomorethanfivenominationsineachawardinprinciple,butwiththefollowingexception:Ifthereisatiebetweentwonomineesinthefifthslot,sixnominationswillbepermittedinthataward.Iftherearemorethantwonomineeswithequalscoresinthefifthslot,thenumberofnominationsforthatawardwillbereducedtofour. Ifanactor/actressisnominatedforthesamefilminbothleadingandsupportingrolecategories,thenominationwillonlybevalidinthecategoryforwhichheorshereceivesthehigherscore. Nominationsthatfailtofulfillthecriteriastatedinthisbookletwillbedeclaredasineligible,his/hernominationqualificationwillbewithdrawn.Suchvacancywillbereplacedbythenexthighestscorer. SecondRoundElection Thesecondroundelection(finalassessment)iscarriedoutthroughthevotingbytwogroups(a)theSecondRoundProfessionalAdjudicatorsand(b)membersofComposersandAuthorsSocietyofHongKongandExecutiveCommitteeMembersofHKFA. TheSecondRoundProfessionalAdjudicatorsisformedbyindustryandmediaprofessionals.ItscombinationisdeterminedandinvitedbytheVotingAffairsCommitteeoftheHongKongFilmAwardsAssociation.Theresultwillcomprise55%ofthesecondround’stotalscore.AlladjudicatorsareeligibletovoteintheroleofHKFAvotersinthefirstroundelection(nominationvoting)butnoteligibletovoteintheroleoffilmassociationmemberintheSecondRound. Thefilmleadtothenominee’seligibilitymustbeitsfirst-timereleaseisheldinHongKongtheatricallyduring2019,andmeetthefollowingrequirements, a. ItmustbeheldinHongKongwithpaidadmission. b. Ithadatleast5showsintheconventionalfilmscreeningtheatres(seeNote2)whichhave50seatsabovein7consecutivedays. c. Thefilmdurationmustbe60minutesormore. d. Ithasbeenreleasedbymeansof35mmfilmorDigitalCinemaformat(seeNote8). Thenomineeshallonlyhavedirectedwithamaximumof2films(includingtheaforementionedfilm,andthefilmsthathadbeenreleasedinHongKongoroverseasmeetingtherequirementssetoutinClauseIV-3above,thecollaborateddirectingwillbecountedashalf.) Nomineesmayhavebeennominatedforsimilarawardbutshallhaveneverbeenrewardedwithanysimilaraward. ElectionProcedures Firstroundelection ThefirstroundelectioniscarriedoutthroughthevotingbymembersoftheHongKongFilmDirectors’GuildandHKFAvoters(forthegroupoffilmcriticsandprofessionalsinfilmcultureandeducationonly). Therewillbenomorethanthreenomineesinprinciple.Iftherearetwonomineeswithequalscoresinthethirdslot,thenumberofnominationswillbeincreasedtofour.Iftherearemorethantwonomineeswithequalscoresinthethirdslot,thenumberofnominationsforthatawardwillbereducedtotwo.Ifthereareover12NewDirectorseligiblefornominationwithintheyear,thenominationsinprinciplewillbechangedfromthreetofive.Iftherearetiescoresbetweentwonominationsinthefifthslot,sixnominationswillbepermittedinthataward.Iftherearemorethantwonomineeswithequalscoresinthefifthslot,thenumberofnominationsforthatawardwillbereducedtofour. (Note2) AfilmMUSTreleaseinconventionalfilmscreeningtheatreswhichrecognizedbyHKFAA:(I)MembersofTheHongKongTheatresAssociationLtd(https://www.hktaorg.com/zh-hk/aboutus/1) (II)ConventionalfilmscreeningtheatresundertheLeisureandCulturalServicesDepartment,includingHongKongCityHall,HongKongCulturalCentreandHongKongFilmArchive.
