NowthatyouhavehadalittletimetosettleintothenewtermandregistrationfortheKentTestisopen,Ithoughtitsensibletoclarifyafewpointsincaseofenquiriesfromwithinyourschoolcommunity.YouwillhaveseentheguidanceissuedbytheDfEwhichwecirculatedtoschoolsinMaythisyearregardingtestsandexams.ThisadvisesthatAuthoritiescarryoutselectiontestinginSeptemberasnormaltoenableparentstohavetheirchild’sresultsbeforethestatutorynationalclosingdateof31Octoberforsecondaryschoolapplications.ThismeansthatAuthoritieswouldnolongerhaveDfEsupportiftheyelectedtodelaytheirassessmentaswasrequiredlastyear.TheCovidprecautionssetoutinearlieradviceremaininplace,pendingtheannouncementoffurtheroperationalguidanceforallschoolsfortheAutumnTerm.Asparentswillbeprovidedtheirchild’sKentTestresultbeforetheapplicationdeadline,itwillalsonotbenecessarytoincreasethenumberofpreferenceoptionsthattheyareprovided,meaningareturntothenormalstandardoffour.Wherethereiscurrentlyaunifiedapproachto11+assessmentAdmissionAuthoritieshavebeenencouragedtomaintainthisandworktogetherwiththeirneighbourstominimisecomplexitiesforfamilieswhomaybeapplyingforseveralselectiveschools.ThisunderpinstheCouncil’sintentiontocontinuetoassesspupilsbyreferencetostandardisedtestsinSeptember,withastagepriortothereleaseofassessmentdecisionswherewiderevidencefromprimaryschoolscanbeconsideredbeforeadecisionisreached.AnyassessmentprocesshastobeavailabletochildreninsideandoutsideKentLA,regardlessofwhethertheyattendmaintainedschools,andmustbedeliverablewithintheframeworkoftheSchoolAdmissionsCode.Familieswithchildreninterestedinattendingagrammarschoolshouldnowregisterthemfortestingbytheclosingdateof1July.Yourhelpinencouragingthemtoconsiderwhethergrammarschoolmaybeanoption,andtoregisterbythedeadline,isalwaysvaluable,andmuchappreciated.Wehaveallbeenremindedparticularlytofocusontheinterestsofchildrenfromdisadvantagedbackgrounds,whoselearningislikelytohavesufferedmostduringlockdownperiods.Ifyouhaveacademicallyablepupilswithinthisgroupwhomightbethinkingaboutgrammarschool,pleasesupporttheirparentsinapplying,andensurethattheyareawareofthefreefamiliarisationmaterialsaccessiblethroughtheKentTestpagesoftheKCCwebsite.TherehasbeensomepubliccommentonthefactthatthecountysawadeclineinthenumbersofPPandFSMchildrentakingpartinlastyear’sKentTestandqualifyingforgrammarschool.WeareconsideringwhatcanreasonablybedonetokeeptheinterestsofprospectivecandidatesforgrammarschoolinmindintheworkbeingdonewithschoolsacrossthewidereducationlandscapepostCovidandwilladviseschoolsinduecourse.Iamgratefulthat-asinany“normal”year-manyofyouhelpedpilotthefamiliesofthesechildrenthroughthe2021admissions,referringcasestothelocalHeadTeacherAssessment(HTA)Panelwhereyoujudgedthattheircircumstancesmeanttheirtestperformanceunder-representedtheirability,andlatersupportingschooladmissionappeals.Thecontinuationofsuchsupportwillbeimportantforchildreninthe2022admissionsround.WhileweunderstandthedesireforgreaterclarityaroundallstagesoftheKentTestprocess,especiallyinlightofthesignificantadjustmentsthatwererequiredlastyearwhensocialdistancingruleswereattheirstrongest,thefactremainsthatwestilldon’tknowexactlyhowthepandemicwillchangebetweennowandSeptember.AstheHTAprocessusuallyrequiresalargenumberofschoolleaderstomeetinasinglelocation,wewillagainberequiredtofollowwhateverrestrictionsareinplaceatthetime.WewillthereforeupdateschoolsonthespecificsoftheHTAprocessclosertoitsdelivery,however,awhollyonlineoptionwouldonlybeproposedagainifnopossiblealternativeswereavailable.IfavirtualHTAprocessisunavoidable,KCCwillkeeptheoperationalproceduresconsistentwithlastyear.Ineitherevent,furtherguidancewillalsobeprovidedtosupportschoolsinmakingthebestuseoftheHTAreferralprocesstoevidenceeachchild’sindividualcircumstances.YoushouldalreadyhavereceivedafirstbulletinontheKentTestprocess,andwewillcontinuetoissuetheseperiodically,butifyouneedtoclarifyanythingnotpublishedonthewebsite(orifyouwishtoraiseanissueorcommentonwhatwouldhelpyou),youarewelcometocontactkent.admissions@kent.gov.uk.Onceregistrationfortestinghasclosed,therewillbethenormal“graceperiod”forfamilieswhomissedthe1Julydeadline.Afterthat,wewillwritetoeveryonewhohasregisteredtoconfirmthearrangementsforthe2021tests.Thoseofyouwhoarealreadydiscussingsecondarytransferwithparentsarewelcometoshareinformationfromthisnewsitem.ContactDetailsKentAdmissionsTeamEmail:[email protected] AmessagefromMattDunkleyCBE Thisweek,Christinesharesthedatesforthenextroundofheadteacherbriefingsinthenewyear,andaChristmasCardfromourCabinetMembers.
