EvenbeforetheoutbreakofCOVID-19,oneinfivecountries–hometobillionsofpeoplelivinginpoverty–werelikelytoseepercapitaincomesstagnateordeclinein2020.Now,theeconomicandfinancialshocksassociatedwithCOVID-19—suchasdisruptionstoindustrialproduction,fallingcommodityprices,financialmarketvolatility,andrisinginsecurity—arederailingthealreadytepideconomicgrowthandcompoundingheightenedrisksfromotherfactors.   COVID-19response TheCOVID-19pandemichascausedahistoricrecessionwithrecordlevelsofdeprivationandunemployment,creatinganunprecedentedhumancrisisthatishittingthepooresthardest.  InApril2020,theUnitedNationsreleasedaframeworkfortheimmediatesocio-economicresponsetoCOVID-19,asaroadmaptosupportcountries’pathtosocialandeconomicrecovery.Itcallsforanextraordinaryscale-upofinternationalsupportandpoliticalcommitmenttoensurethatpeopleeverywherehaveaccesstoessentialservicesandsocialprotection.Thesocio-economicresponseframeworkconsistsoffivestreamsofwork: Ensuringthatessentialhealthservicesarestillavailableandprotectinghealthsystems;  Helpingpeoplecopewithadversity,throughsocialprotectionandbasicservices;  Protectingjobs,supportingsmallandmedium-sizedenterprises,andinformalsectorworkersthrougheconomicresponseandrecoveryprogrammes;  Guidingthenecessarysurgeinfiscalandfinancialstimulustomakemacroeconomicpoliciesworkforthemostvulnerableandstrengtheningmultilateralandregionalresponses;and  Promotingsocialcohesionandinvestingincommunity-ledresilienceandresponsesystems. Thesefivestreamsareconnectedbyastrongenvironmentalsustainabilityandgenderequalityimperativetobuildbackbetter.  TheUNSecretary-GeneralhasstressedthattherecoveryfromtheCOVID-19crisismustleadtoadifferenteconomy. Menearn12.5percentmorethanwomenin40outof45countrieswithdata. Theglobalgenderpaygapstandsat23percentgloballyandwithoutdecisiveaction,itwilltakeanother68yearstoachieveequalpay.Women’slabourforceparticipationrateis63percentwhilethatofmenis94percent. Despitetheirincreasingpresenceinpubliclife,womencontinuetodo2.6timestheunpaidcareanddomesticworkthatmendo.
