The Intersessional Working Group on Reduction of GHG Emissions from Ships (ISWG-GHG 8), which met remotely from 24-28 May, agreed, for ... 28May2021 IMOworkinggroupagreesguidelinestosupportnewGHGmeasures GuidelinestosupportnewcarbonintensitycuttingmeasuresagreedbyworkinggroupaheadofMEPC. ​​A setof draftguidelinestosupport mandatorymeasurestocutthecarbonintensityof allshipshasbeenagreed,forsubmissiontotheMEPC.  ​​ AnInternationalMaritimeOrganization(IMO)workinggrouphasagreed asetof draftguidelinestosupport mandatorymeasurestocutthecarbonintensityof allships.  Theproposedmandatorymeasureshavealreadybeen approved byIMO’sMarineEnvironmentProtectionCommittee(MEPC) andareexpectedto be adoptedwhentheMEPCmeetsforits76th sessionfrom10-17June,2021.  TheproposedamendmentstotheMARPOL Conventionwouldrequireshipstocombineatechnicalandanoperationalapproachtoreducetheircarbonintensity.ThisisinlinewiththeambitionoftheInitialIMO GHGStrategy, whichaimstoreducecarbonintensityofinternationalshippingby40%by2030,comparedto2008. Thesearetwonewmeasures:thetechnicalrequirementtoreducecarbonintensity,basedonanewEnergyEfficiencyExistingShipIndex(EEXI);andtheoperationalcarbonintensityreductionrequirements,basedonanewoperationalcarbonintensityindicator(CII).   Thedualapproachaimstoaddressbothtechnical(howtheshipis equippedand retrofitted ) andoperationalmeasures(howtheship operates).  TheIntersessionalWorkingGroup onReductionofGHG Emissions fromShips(ISWG-GHG8),whichmetremotelyfrom 24-28May,agreed,forconsiderationby the Committee, withaviewtoadoption onthefollowingcomprehensivesetofguidelines accompanying thenewrequirements: draft2021Guidelinesonthemethodofcalculationoftheattainedenergyefficiencyexistingshipindex(EEXI); draft2021Guidelinesonsurveyandcertificationoftheenergyefficiencyexistingshipindex(EEXI); draft2021Guidelinesontheshaft/enginepowerlimitationsystemto complywith theEEXIrequirementsanduseofapowerreserve; draft2021Guidelinesonoperationalcarbonintensityindicatorsandthecalculationmethods(CIIGuidelines,G1); draft2021GuidelinesonthereferencelinesforusewithoperationalCarbonIntensityIndicators(CIIreferencelinesguidelines,G2); draft2021Guidelinesontheoperationalcarbonintensityreductionfactorsrelativetoreferencelines(CIIReductionfactorGuidelines,G3); draft2021GuidelinesontheoperationalCarbonIntensityratingofships(CIIratingguidelines,G4). Theamendments toMARPOLAnnexVI andthisaccompanyingdetailedsetofguidelines provide importanttoolsforAdministrationsandindustrytoimplementthenewrequirements,andbuildingblocksforfutureenergyefficiencymeasures.  CIIreductionfactor UnderthedraftMARPOLamendments,shipsof5,000grosstonnageandabove(the approximately30,000 ships currently already subjecttotherequirementfordatacollectionsystemforfueloilconsumptionofships) have to determine theirrequiredannualoperationalcarbonintensityindicator(CII).The ship’s CII determines theannualreductionfactorneededtoensurecontinuousimprovementoftheship’soperationalcarbonintensitywithinaspecificratinglevel.  TheactualannualoperationalCIIachieved(attained annualoperationalCII)would berequired tobedocumentedandverifiedagainsttherequiredannualoperationalCII.Thiswouldenabletheoperationalcarbonintensityratingtobedetermined.   AkeyelementinthedraftguidelinesistheproposalfortheCIIreductionfactor(the‘Z-factor’), includedinthedraftguidelinesontheoperationalcarbonintensityreductionfactors relativeto referencelines(G3).  ThereductionratesareintendedtoachievethelevelsofambitionssetoutintheInitialStrategy,inparticular, the 2030levelofambitionofreducingcarbonintensityofinternationalshippingbyatleast40%by2030,comparedto2008.  The group putforwardtothe Committeethe conceptofaphased approach,whichwouldsee anannual successive carbonintensity reductionrateof -2% comparedtothe2019referenceline from2023 (whentheMARPOLamendmentswouldenterintoforce)through to2026–atwhichtime areviewrequiredunderthedraftMARPOLamendmentswouldbeundertaken tofurtherstrengthentheannualreductionrate.  CIIrating  The draft2021GuidelinesontheoperationalCarbonIntensityratingofships(CIIratingguidelines,G4)setthemethodto determine the ratingboundaries. Theratingwouldbegivenonascale-operationalcarbonintensityratingA,B,C,DorE- indicating amajorsuperior,minorsuperior,moderate,minorinferior,orinferiorperformancelevel.Theperformancelevelwouldberecordedintheship’sShipEnergyEfficiencyManagementPlan(SEEMP).  UnderthedraftMARPOLamendments,ashipratedDforthreeconsecutiveyears,orE,wouldhaveto submit acorrectiveactionplan,toshowhowtherequiredindex(Corabove)wouldbeachieved.  Administrations,portauthoritiesandotherstakeholdersas appropriate,areencouragedto provide incentivestoshipsratedasAorB.  Correspondencegroup established TheWorkingGroup agreedto establish aCorrespondenceGrouponCarbonIntensityReduction,to: furtherconsiderand finalize thedraftupdatedGuidelinesforthedevelopmentofaShipEnergyEfficiencyManagementPlan(SEEMP);  furtherconsiderandupdateexistingguidelines, procedures orguidance,including the 2017 guidelines relatedtothe shipfueloil datacollectionsystem; developdraftguidelinesoncorrectionfactorsforcertainshiptypes,operationalprofilesand/orvoyagesfortheCIIcalculations(G5) developinneworexistingguidelinesspecificguidanceon theauditandverificationprocessesofSEEMP aswell as possible parameters andtemplatesforreporting, verification andsubmissionofdatafortrial CIIs ofindividualshipsonvoluntary basis  Attainedand required EnergyEfficiencyExi
