WorkingforaWorldFreeofPoverty WhoWeAre News PRESSRELEASE By2050,drug-resistantinfectionscouldcauseglobaleconomicdamageonparwith2008financialcrisis September20,2016 Thispagein: English Español Français Русский 中文 Română Email Print Tweet Share Share LinkedIn Digg 人人网 StumbleUpon Delicious 新浪微博 NewresearchfromWorldBankshowsthatantimicrobialresistancewouldincreasepovertyandaffectpoorestcountriesthemost NEWYORK,September19,2016—Drug-resistantinfectionshavethepotentialtocausealevelofeconomicdamagesimilarto—andlikelyworsethan—thatcausedbythe2008financialcrisis,accordingtoanewreportbytheWorldBankGroupentitled“DrugResistantInfections:AThreattoOurEconomicFuture.”Theresearchshowsthatahigh-casescenarioofantimicrobialresistance(AMR)—whereantibioticsandotherantimicrobialdugsnolongertreatinfectionsthewaytheyaresupposedto—couldcauselow-incomecountriestolosemorethan5%oftheirGDPandpushupto28millionpeople,mostlyindevelopingcountries,intopovertyby2050.Andunlikethefinancialcrisisof2008,therewouldbenoprospectsforacyclicalrecoveryinthemediumterm,asthecostlyimpactofAMRwouldpersist. “Thescaleandnatureofthiseconomicthreatcouldwipeouthard-foughtdevelopmentgainsandtakeusawayfromourgoalsofendingextremepovertyandboostingsharedprosperity,”saidJimYongKim,PresidentoftheWorldBankGroup.“Thecostofinactionisunaffordable—especiallyforthepoorestcountries.Wemusturgentlychangecoursetoavertthispotentialcrisis.” KeyfindingsofthereportarebasedonWorldBankGroupprojectionsoftheworldeconomyin2017-2050.Theyinclude: ImpactonGDP:By2050,annualglobalGDPwouldfallby1.1%inthelow-impactAMRscenarioand3.8%inthehigh-impactAMRscenario.Low-incomecountrieswouldlosemoreeveryyearleadingupto2050,withthelossexceeding5%ofGDPin2050inthelatterscenario. Impactonglobalpoverty:TherewouldbeapronouncedincreaseinextremepovertybecauseofAMR.Oftheadditional28.3millionpeoplefallingintoextremepovertyin2050inthehigh-impactAMRscenario,thevastmajority(26.2million)wouldliveinlow-incomecountries.Currently,theworldisbroadlyontracktoeliminateextremepoverty(at$1.90/day)by2030,reachingclosetothetargetoflessthan3%ofpeoplelivinginextremepoverty.AMRrisksputtingthistargetoutofreach. Impactonworldtrade:In2050,thevolumeofglobalrealexportswouldshrinkby1.1%inthelow-casescenario,andby3.8%inthehigh-casescenario. Impactonhealthcarecosts:Globalincreasesinhealthcarecostsmayrangefrom$300billiontomorethan$1trillionperyearby2050. Impactonlivestockoutput:By2050,thedeclineingloballivestockproductioncouldrangefromalowof2.6%toahighof7.5%peryear. Drug-resistantinfections,inbothhumansandanimals,areontheriseglobally.IfAMRspreadsunchecked,manyinfectiousdiseaseswillagainbeuntreatable,reversingacenturyofprogressinpublichealth.TheUnitedNationshasscheduledaday-longspecialsessiononAMRaspartoftheUNGeneralAssemblyinNewYorkthisweek,onlythefourthtimethathealthisbeinghighlightedinthisway. “Wenowknowthat—unlessaddressedswiftlyandseriouslyandonasustainedbasis—thegrowingglobalproblemofantibioticresistancewillbedisastrousforhumanandanimalhealth,foodproductionandglobaleconomies.Thefactthat,leftunchecked,itwouldpenalizethepoormorethananyone,makesclearwhythisneedstobeaddressedasacriticalissuefordevelopment.AsheadsofstatecometogetherattheUNGeneralAssemblyhigh-levelmeetingonantimicrobialresistancethisweek,thisshouldbefrontofmind,"saidMargaretChan,Director-GeneraloftheWorldHealthOrganization(WHO). SeveralrecentreportsonAMR,includingthemostrecentonebyLordJimO’Neill’sindependentpolicyreview,havecalledforanurgentfocusonthisissueandhighlightedtheenormousglobaleconomiclossesitcancause—itestimatedabout$100trillionintotalby2050. LordJimO’Neill,ChairmanoftheReviewonAntimicrobialResistance,saidabouttoday’sWorldBankGroupreport:“Thisreportprovidesanothertimelyreminderthatrisingdrugresistanceisaloomingthreattoourprosperityandsustainedeconomicdevelopmentinallpartsofthe world.As globalleadersmeetattheUNthisweek,Ihopethat thisreportwill helptohardentheirresolvetotakeproper,collaborativeactiononthe manychallengesofAMR.” Thereportoutlinesthecrisesinthehumanand veterinarypublichealth sectorsandintheenvironment,wherecapacityforregulatingantimicrobialsisinsufficient inmanycountries,wheremisuse andoveruseofantibioticsisanissueforsome whileaccessremainsdifficultformany. Thereisinsufficientinvestmentinbuildingstrongpublichealthsystems,includingsurveillanceandmonitoring, thatcanreduceriskattheinterfacebetweenhumans,animalsandtheir environment. ThereportrecommendsbothAMR-sensitiveandAMR-specificsolutionstoaddressthecrisis.Itsaysthatoneofthebestopportunitiesintheshort-termtomitigatethethreatofAMRistostrengtheninvestmentsinhealthsystemsandoverallpreparednesstotackleinfectiousdiseases,andtoimprovepublicandveterinaryhealthsystemswhilebuildingsurveillanceforAMRintothemasanintegralcomponent.ItstronglysupportsimplementationandadequatefinancingoftheWHOActionPlanonAMR,whichwasendorsedin2015.ItalsorecommendsanurgentfocusoninnovativeAMR-specificinterventionsthatpromoteandincentivizebetterstewardshipofantimicrobialsbothforhumansandanimals,includingtheappropriateuseofantibioticsinanimalhusbandry.
