TheOfficeoftheHighCommissionerforHumanRights,withitsmandatetopromoteandprotectallhumanrights,advocatesfortheuniversalabolitionofthedeathpenalty.TheUNHumanRightsOfficearguesthispositionnotablyinlightof thefundamentalnatureoftherighttolife;theunacceptableriskofexecutinginnocentpeople;andtheabsenceofproofthatthedeathpenaltyservesasadeterrenttocrime.InlinewithGeneralAssemblyresolutions,theUNHumanRightsOfficesupportsMemberStates,civilsocietyandotherstakeholderscampaigningfora moratoriumonthedeathpenaltyandultimately itsabolition worldwide. TheinternationalframeworkFromtheearly1960s,althoughamajorityofcountriesstillusedthedeathpenalty,thedrafteesoftheInternationalCovenantonCivilandPoliticalRights(ICCPR)hadalreadybegunmovesforitsabolitionininternationallaw.Although Article6oftheICCPRpermitstheuseofthedeathpenaltyinlimitedcircumstances,italsoprovidesthat“nothinginthisarticleshallbeinvokedtodelayortopreventtheabolitionofcapitalpunishmentbyanyStatePartytothepresentCovenant.” SafeguardsguaranteeingprotectionoftherightsofthosefacingthedeathpenaltyIn1984,theUNEconomicandSocialCounciladopted Safeguardsguaranteeingprotectionoftherightsofthosefacingthedeathpenalty. SecondOptionalProtocoltoICCPR,aimingattheabolitionofthedeathpenaltyIn1989,33yearsaftertheadoptionoftheCovenantitself,theUNGeneralAssemblyadoptedthe SecondOptionalProtocoltotheICCPRthatgaveabolitiondecisivenewmomentum.MemberStateswhichbecamepartiestotheProtocolagreednottoexecuteanyonewithintheirjurisdictions. UNGeneralAssemblyresolutionsInaseriesof resolutionsadoptedin 2007, 2008, 2010, 2012, 2014, 2016and 2018,theGeneralAssemblyurgedStatestorespectinternationalstandardsthatprotecttherightsofthosefacingthedeathpenalty,toprogressivelyrestrictitsuseandreducethenumberofoffenceswhicharepunishablebydeath.
